The Wolcott Projects is the eleventh mission in SWAT 4 and the fifteenth in SWAT: Elite Force. The SWAT team has been assigned the task of intercepting an arms deal exposed by Undercover Detective Clark Jennings that is scheduled to occur at an abandoned public housing complex.

Mission Briefing[]

OCCB (Organized Crime Control Bureau) has a job for us. They've been pursuing a flow of illegal arms into the city for about a year, and they've got something solid to move on. Our suspect is Hadeon Koshka, a Ukrainian citizen who travels to the States frequently. His visits often overlap with the appearance of new Russian arms on the streets.

Tonight's our lucky night. Undercover detective Clark Jennings has spent the last two months infiltrating Koshka's operation. He contacted OCCB earlier today with the time and place for the meet. There's a major deal going down today, in the abandoned tenement at 1302 Blakestone Avenue. Detective Jennings notified his contact as soon as he could, but because the notice is so short, we don't have time to call in the ATF for this bust. Strictly speaking, arms dealing is their territory, but in this case, we're in the right place at the right time to stop it, and they aren't.

A bit of background. The Soviet Union maintained weapons caches and military bases in many locations. When it collapsed, many of those caches either 'disappeared' or were abandoned. Arms trading, both legitimate and black market, is a significant source of income in the region, and the local governments are ambivalent about stopping it. So it's up to us to stop these guns from reaching our streets.

The meet is at 1302 Blakestone, an abandoned HUD building. We don't have a layout, but we do have outlines of the area, thanks to Jennings. Koskha should be in the room with the weapons cache, along with his buyer. Since there's a lot at stake in this, we expect both groups to bring backup. Expect armed and dangerous suspects both in the building and on the grounds. Detective Jennings will be present undercover. He won't be able to break cover safely until you're in control of the situation, so keep your eyes out for him. Study your targets carefully, choose your gear, and get ready.

Timeline[]

  • 13:12: Tip delivered - Detective Jennings reports expected arms deal exchange to occur tonight at 23:45. OCCB authorizes arrests. SWAT notified.
  • 22:00: SWAT arrives - SWAT arrives. Concealed containment perimeter and high ground put in place.
  • 23:47: Tactical entry begun - The deal begins. Entry team dispatched.

Entries and Snipers[]

The Wolcott Projects is an abandoned public housing complex and it features a large exterior area. As the result, both the entry points are located at the outside of the main building and the team is expected to make an entry at the closest entrance. The entry points include one at the front yard and another in the back alley on the opposite side of the building. A few suspects will chose to patrol the outside of the building and may encounter the team if they happen to cross paths. Fortunately, sniper coverage will be available to alert the player of any such suspects.

Two snipers are setup for the mission. Sierra 1 covers the demolished part of the building plus the side alleys on the corner of side 3 and side 4, while Sierra 2 covers a charred room on the second floor at side 3.

Map Layout[]

The intel provided on this mission is roughly accurate with regards to the building itself, but it does not cover the exterior areas nor the basement level. The intel is also somewhat out of date given that the building is partially demolished with some of the walls ceased to exist by the time the arms deal is taking place. The demolition of the building also generated significant clutters in the forms of garbage, heavy equipment and abandoned appliances, which understandably are not labelled in the intel as well. Finally the intel floor plans are presented with side 4 on the bottom of the screen, as oppose to side 1 on the bottom when compared with the previous missions.

The Wolcott Projects Building is a two story apartment building plus the basement. It contains two staircases and four apartments in total. However the building recently has been abandoned and was partially demolished. There are four entrances to the building: the first through main entrance located on side 1, the second through the basement located on side 4 and the final two are the broken walls at the back of the building, located on side 3. The whole building is in terrible condition: broken windows, garbage and broken down items everywhere, holes in the walls and dim lights. One corner of the Wolcott Projects Building has already been demolished since the walls as well as floor and roof are destroyed. The scaffoldings, portable toilets or pipes for discharging debris indicate that the demolition project was still on going. The exterior of the Wolcott Projects Building is rather spacious but there are various garbage and debris everywhere. The apartments in this building are filled with furniture, however most of them are in terrible condition. One of the rooms on the second floor apparently has been burned since all the walls and the floor are blackened. It's also worth to mention that this building is inhabited by homeless people since there are mattresses, makeshift beds and food in one of the apartments. The basement contains several storage lockers, boilers and furnaces, but the lack of maintenance left the area completely flooded.

With the exception of a few, the majority of the building's rooms and corridors are small in size. This makes it easier to utilize grenades as they can cover the whole room with their full potential.

Tactical Approach[]

The suspects involved in the arms deal are well-armed with assault rifles, machine pistols and submachine guns but are devoid of any forms of armor or special protection. It is advisable to carry CS Gas due to the amount of clutters on this map and to exploit the fact none of the suspects are wearing gas masks. Considering that this mission falls in the latter part of the career where the difficulty progressively increases as each mission is completed, the suspects will have greater morale and skill, making it reasonably hard to bring about any forms of compliance from them.

The rough order to complete the map is to clear the outside of the building first with the help of snipers, then seal all possible building exits with door wedges, and finally clear the building one room at a time. Despite the cluttered nature of the map, the lack of gas mask wearing suspects and the tight nature of the map makes room clearing relatively easy compared with previous missions. Only the basement is large enough to require multiple grenades and a full team for full coverage. Given the lack of walls on the second floor, always check with Sierra 2 to make sure all angles are covered before asking the team to charge into the hallway from the stairwells.

Despite the mission briefing suggesting otherwise, Detective Jennings will always spawns as a suspect, albeit one armed with only a pistol and with no morale. Until Jennings is rescued, always shout compliance at suspects first before returning fire with lethal weapons.

Bugs[]

  • There are conflicting information on the address of this mission. In the mission briefing and the mission loading screen it states that The Wolcott Projects is on 1302 Blakestone Avenue, while the dispatch radio states it is on 1210 Canopy Road. SWAT: Elite Force attampted to recify this by making the entry intel and the mission loading screen to state that the mission is on 1210 Canopy Road, but Lieutenant Sonny Bonds and the map layout blueprint still state that The Wolcott Projects is on 1302 Blakestone Avenue.

Changes in Elite Force[]

  • The suspects start to carry P226 pistols in addition to their default loadouts. G36C Assault Rifles, HK53 SMG, Beretta 92 pistols and USP40 pistols are also removed from their equipment pool.
  • Hadeon Koshka will always spawns with a FN P90 submachine gun, making him easily identifiable.
  • The homeless (the only civilians to be rescued in the mission) have their morale raised so that they will be very stubborn when encountering police officers. This was perhaps done owing to the fact that they are beggars who do not like the police very much. They also have the fearless flag enabled.
  • The homeless are adjusted such that they have a 10% chance to experience cardiac arrest when stunned by a taser. Once again perhaps owing to the fact that they are poor beggars.
  • This mission unlocks the ProArmor Helmet and the Heavy Ceramic Armor

Trivia[]

  • The Wolcott Projects bears an oddly similar map layout to that of the Department of Agriculture. In both maps, the objective building has been significantly damaged to alter and enhance gameplay. For the former, the second floor and a large majority of the building are damaged and distorted while the latter is heavily disfigured with the presence of a bomb crater though multiple floors leaving a majority of the building exposed.
  • It is the only mission alongside the Stetchkov Warehouse to feature civilians that have absolutely no connection to the scheme of the suspects, nor are they held hostage. For the former, there are a few homeless individuals that are oblivious to the ongoing events while in the latter a few civilians are working in a warehouse that are oblivious to the identity of their employer.
  • Like the Northside Vending and Amusements, an objective is issued to the team to rescue an undercover police officer. The main distinction is that Detective Jennings is rescued unharmed without his cover being exposed.
  • Detective Jennings' first name was originally meant to be "Carl" per the comments in the game code. If the player turns on the subtitles in the game, Detective Jennings will still be referred to as "Carl Jennings" for his dialogues.
